From 1st October 2004 specific sections of the Disability Discrimination Act 1995 relating to the provision for disabled people to gain access to and use a building come into force. These new regulations require service providers to make "reasonable adjustments" in relation to the physical features of their premises to overcome physical barriers to access.

There have also been important changes to Building Regulations. These make provision for the "reasonable adjustment" of physical features which make it impossible or unreasonably difficult for disabled people to make use of any service which is offered to the public.

The new regulations advise that the "reasonable steps" taken to overcome these physical features should include:

  • removal of the feature
  • alteration of the feature so that it no longer has that effect
  • provision of a reasonable means of avoiding the feature
  • provision of a reasonable alternative method of making the service available to disabled people.

STEPPED ACCESS
The stepped access shown below satisfies Building Regulations as it includes:
• A 'corduroy' hazard warning surface provided at top and bottom landings to give advance warning of a change in level.
• Nosings which are made apparent by means of a permanently contrasting material 55mm wide on both the tread and the riser.

RAMPED ACCESS
The ramped access shown satisfies Building Regulations as it includes:
• A surface width between walls, upstands or kerbs of at least 1.5m.
• A ramp surface which is slip resistant, especially when wet, and is of a colour that contrasts visually with that of the landings.
